Please help I need suggestions about a missing dog?

On Wednesday afternoon my brother got mad at my two dogs for killing his rooster. Then, he took my dogs to the next town's dumpster. When he got back I found out what he had done but my parents didn't let me drive there at 10 pm cause supposedly is too dark and alone for a girl to go to. Thursday morning I go at 7 am to look for my dogs and I only found one, but not the other, what can I do to find my dog? He took her collar and everything!!!! I can't stop crying and missing her and the weather over here is terrible we're having hurricane/tornado warnings like crazy. What can I do?
